If the top of a radiator fails to heat up properly it is usually because there is air trapped inside it. Deal with this by opening the air vent at the top of the radiator with a ¦bleeder key – one is usually provided by the manufacturer. However, if the radiator remains cool. It could be that it is too level for the air to be able to escape. Check with a spirit level to see if this is the case: if it is. Free the radiator from its mounting and adjust it so that it is angled at a very slight tilt to the wall.
